In order for a speedometer performance test, the vehicle engine and the accelerator is operated to transmit the power, the driving wheel on speed roller(6)(8) is rotated. The pulse change generated from the driving rotary encoder(58) with the rotating speed roller(6)(8), is transferred to the control part as a signal, and the speed in a signal form is displayed on the output device by the part. Since the speed roller(6)(8) and the brake roller(2)(4) of the object automobile rotates to the opposite direction to the driving wheel, the outer-race of the one-way clutch(22)(24) turns spreaders(28) composing the clutch assembly(22)(24) to the direction of catch release. Therefore the rotation of the brake roller(2)(4) or the speed roller(6)(8) are blocked by the one-way clutch(22)(24).
