SOLUTION: An ignition key 51 is turned on by a driver, when a parking brake 52 is released, a daylight running light(DRL) operating condition is discriminated to be satisfied by a microcomputer 3, from the microcomputer 3 to a control terminal P11 of a semiconductor switching element 1, a PWM signal of 50% duty ratio is input, from the microcomputer 3 to a control terminal P21 of a semiconductor switching element 2, a low signal is input. In this way, a high beam lamp L11, L21 is lighted to reduce luminous energy thereof, DRL is operated.
