PROBLEM TO BE SOLVED: To further improve the effect of an electronic shutter function by adopting a full picture element reading system while utilizing the merit of both the functions of a light quantity regulating function and the electronic shutter function. SOLUTION: Based on the control of a microcomputer 25, a shutter pulse control circuit 20 generates a pulse for controlling shutter speed and from the luminance signal of an image provided by a CCD 15, a diaphragm 37 and an iris control circuit 41 control the output of beam source light. When the diaphragm 37 is not fully opened, the shutter speed is accelerated but when this diaphragm 37 is fully opened, the shutter speed is decelerated. Besides, electronic shutter control is applied to a full picture element reading system device for forming a still picture from the data of all picture elements provided by the CCD 15 through one time of exposure while using a light chopper 37. Thus, picture quality can be further improved.
