A pressure relief valving system for a railcar cushion device (100) including several preload valves (1) mounted in the cylinder wall of the cushion device (100), each retaining the valve piston (16) against its seat until a preload pressure is reached by both a spring biasing (14) and hydraulic biasing device. Each preload valve (1) is capable of transitioning from a closed mode to an open mode at a preset preload pressure.
