A lime stone sludge was aggregated, dried, and sintered at 50- 1,050 deg. C for 40- 80 minutes to give the caustic lime powder. Thus, 2.71 wt.% of silica, 0.2 wt.% of alumina, 93.78 wt.% of calcium carbonate, 2.85 wt.% of magnesium carbonate, 0.21 wt.% of potassium oxide and 0.03 wt.% of sodium oxide were pelletized and sintered at 105 deg.C in air to give the caustic lime powder.
