PROBLEM TO BE SOLVED: To suppress the splashing of transfer toners and to prevent the occurrence of development ghosts by providing the sleeve with a film formed by dispersing flaky powder having the triboelectrostatic charge characteristic to toners of the polarity reverse from the polarity of a binder resin into this binder resin and exposing the flaky powder on the surface of this film. SOLUTION: The film 8 formed by dispersing the flaky powder 7 having the triboelectrostatic charge characteristic to the toners 5 of the polarity reverse from the polarity of the binder resin into the binder resin is formed on the developing sleeve 1. The flaky powder 7 is made to exist in the film 8 on the developing sleeve 1, by which the increase in the electrostatic charge quantity of the toners 5 on the developing sleeve 1 with an increase in the number of friction times is suppressed. The electrostatic charge quantity is thus maintained at a specified quantity level. The powder is formed to the flaky shape and the powder is partly exposed on the surface of the film 8 to ensure the contact of the toners 5 and the flaky powder 7 at this time. The flaky powder 7 having a rate <=0.5 a minor/a major diameter and the major diameter existing in a range of 0.1 to 5μm and the minor diameter within a range of 0.05 to 0.5μm is preferably used.
