CODING METHOD FOR DIGITAL VIDEO SIGNAL AND ITS DEVICE

PROBLEM TO BE SOLVED: To specify a method synchronously with a scene change resulting from coding processing by using a detector to discriminate an image or a picture element value remarkably changing between images and conducting further coding independently of a position in a group. SOLUTION: A scene detector 10 executes global video signal prediction by using a global prediction device 11. For the purpose, an input signal and an output signal to/from a memory 4 are given to the prediction device 11. In the case that the prediction device 11 identifies an entire motion in an image, a subtractor stage 5, a threshold level decision circuit 6 and/or a coder 8 are controlled so that the coder 8 is not deviated from a usual I picture sequence. A global motion parameter is transferred to the coder 8 by the prediction device 11. As a result, it is advantageous that the global prediction is adopted for usual prediction of the coder 8.
