PROBLEM TO BE SOLVED: To reduce useless interference on other radio channels and useless consumption of a battery of a mobile station by avoiding transmission of other general information not required for the initial state of radio channel setup. SOLUTION: A radio station 1 sends only essential information to a radio station 2 at all times in the case of setting an outgoing radio channel, the radio station 2 sends essential information only at all times after establishment of synchronization and sends a synchronization establishment end notice of an outgoing radio channel, the radio station 1 detects the end of synchronization establishment of the outgoing radio channel and sends entire information adding other general information to the essential information at all times to inform the end of synchronization establishment of the incoming radio channel, and the radio station 2 detects the end of synchronization establishment of the incoming radio channel to send all information resulting from adding other general information to the essential information at all times.
