摘要 PROBLEM TO BE SOLVED: To reduce interference between satellite networks by allocating a channel request to a private channel, determining an adaptable interference reference, restricting the allocation of a channel request to a shared band and restricting the number of user allocation channel requests during the high probability of interference generation. SOLUTION: A storage device 201 storing a program is connected to a bus 205 in order to execute mask processing for determining channel allocation and restriction to the allocation and the bus 205 is connected to a memory 202 including traffic statistics for channel allocation. A processor 203 allocates channels in accordance with a mask specified by the statistics and a channel allocation controller 204 outputs information for controlling channel allocation by specified allocation received through the bus 205. A channel is allocated to a private channel at first and then a shared channel is allocated so as not to touch the interference reference. Consequently restriction to interference can be reduced up to a minimum level.
