PROBLEM TO BE SOLVED: To provide a measuring method, for a partial discharge, in which a skilled measuring operator is not required, in which the partial discharge can be judged simply and with high judgment accuracy and whose reliability is high. SOLUTION: The magnitude (q) of a discharged electric-charge amount in every cycle (t) obtained by a partial discharge detector attached to a power cable and information on a generation phase angleϕare arranged in a time- series manner, and three-dimensionalϕ-q-t data by which the magnitude of the electric charge amount of a measuring signal with reference to an electricity- application phase and the generation phase angle are indicated is created. Then, the electricity-application angle, the number of electricity-application cycles and the discharged electric-charge amount axis of theϕ-q-t data are divided, and aϕ-q-t pattern is created. Then, theϕ-q-t pattern is input to a neural network Nu1 in which theϕ-q-t pattern of a partial discharge signal is learned in advance, and the existence of the partial discharge signal is judged. In addition,ϕ-q-n data [where (n) represents the number of occurrences] is sorted into groups, a partial discharge is judged by using a sorted result, and the partial discharge can be measured with high accuracy in the same manner.
