PROBLEM TO BE SOLVED: To obtain a cosmetic composition having good compatibility with hair and skin, having functionality such as antimicrobial property and antioxidative property, free from stickiness and not flowing downward by rain or perspiration after using when used as a cosmetic. SOLUTION: This composition comprises an N-quaternary ammonium-inducedγ-keratose obtained by adding a cationating agent having higher alkyl group or higher alkenyl group to terminal amino group ofγ-keratose having 5,500 to 30,000 average molecular weight, terminal carboxyl group, side chain amino group of lysine which is a constitutional amino acid, side chain imidazole group of histidine and side chain phenolic hydroxyl group of tyrosine. In this case, addition ratio of the cationating agent to both amino groups of the terminal amino group and side chain amino group is in the range of 30-60%.
