SOLUTION: This speed increasing and reducing gear 120 of a rocking inner gearing planetary gear structure is provided with an external tooth gear 105 having a tooth form containing a trochoid curve, and an internal tooth gear 110 internally meshing with the external tooth gear 105. The shapes of the external tooth gear 105 and the internal tooth gear 110 are set to satisfy the relationship r1<(I+1)*e<r2 where I is the speed reducing ratio in the case of using the rocking inner gearing planetary gear structure as a speed reducing mechanism, e is the amount of eccentricity of eccentric rocking movement, r1 is the tip radius of the internal tooth gear, and the dedendum circle radius thereof is taken as r2.
