The filler has a rotary valve (16) formed at the end of a conduit (10) for filling the reservoir. The valve shaft (20) has an actuator (28) to rotate it between valve open and closed positions. An automatic control circuit times the filling of the reservoir by opening and closing the valve. An independent source (34) of energy supplies the drive for the valve shaft and -or the control circuit. There can be a bowl rotatably mounted around an axis (X-X) of rotation of the valve.
