The invention relates to a severing and welding apparatus (300) as part of an apparatus for tying a weldable band around packages. The severing and welding apparatus possesses two heads which are movable towards and away from one another essentially on a line and which bring the band strands (1, 1') into the closing position and tension them. On the shoulder faces (18) of the clamping parts (16) of the locking head there are trapezium-like slopes which are provided with a relief structure, particularly with a grooving (48) extending transversely relative to the longitudinal extension of the band. The shoulder faces of the clamping elements (14, 16) are provided with a compatible reliefing. Furthermore, the clamping elements (14, 16) of the knife head and closing head (3, 15) possess, in the end region of their shoulder faces (18), at least one support roller (19) for the band (100), the band-contacting face of the support roller (19) projecting above the relief structure of the shoulder face, so that the band underside does not touch the relief structure in the band-tension phase. This ensures an essentially careful treatment of the band to be tensioned.
