According to one embodiment, this managing device comprises: one unit (UGEM) for managing free location addresses; one unit (UCE) for controlling writing; one unit (UCL) for controlling reading; and one unit (UGT3) for time management comprising: a memory (MAIE) for associating with each location allotted to a new data block, a new identity; means (PG) for determining the time when each data block is read; controlling the release of a data block identity when this block has been read a predetermined number of times; and controlling the premature elimination of a data block; one memory (MIE) for indicating elimination. The invention is useful for a cell switching device with asynchronous transfer mode.
