The device is in the form of a hand grip (1) containing a continuous current source (6) and electrical switching circuits (11) which are connected to a short-circuit switch (8) and a trigger (9) of a high voltage winding (3). The winding is fitted into a head (2) containing two electrodes (4,5) facing towards the exterior. - Below the two electrodes are two arcing electrodes (41,51) which face each other. All the electrodes are connected to the winding. The grip also contains a liquid reservoir (12) connected to a spray head (52) mounted on the head. The liquid in the reservoir is electrically non-conducting and its output tube (132) is connected by an ejector (13) to a pipe which feeds the spray head.
