PROBLEM TO BE SOLVED: To provide a device capable of measuring a diameter (or radius) of a cross winding package during manufacture thereof, and in this case, with no assumption required for a condition without a slip between a friction drum and the cross winding package. SOLUTION: In a peripheral part of a cross winding package 11, two sensors are correspondingly arranged, which are mutually continued with a fixed invariable space apart in a peripheral direction to detect a surface feature of the cross winding package 11. An evaluation device has an operating time correlation device 21 formed with an operating timeΔr from a sensor signal, division element 22 formed with a peripheral speed Vspuke by division from a fixed invariable space dsensor and operating timeΔr of both the sensors and a division element 23 calculating a diameter by division of the peripheral speed Vspule and an angular speedωspule of the cross winding package.
