PROBLEM TO BE SOLVED: To supply data with stable line quality by learning and selecting a base station by which a mobile station is not affected by blockage or fading and reducing channel changeover, a call loss and forced interruption. SOLUTION: A reception level fluctuation section 4 measures a reception level of a control channel of a receptible base station to obtain a reception level fluctuation rate. A base station selection section 5 generates a base station priority data table based on the fluctuation probability of the reception level and the base station identification information. On the occurrence of changeover of a channel and a base station due to deterioration in reception quality or the like, a base station with slave channel quality is selected based on the base station priority data table on request from a base band processing section 2. Furthermore, the base station priority data are updated.
