PROBLEM TO BE SOLVED: To reduce the power consumption and the number of terminals and to conduct a bidirectional scanning by dividing a shift register circuit into plural blocks and internally generating the control signals which selectively drive the divided blocks. SOLUTION: The shift register circuit is divided into n circuit blocks. Additional circuit blocks are provided before and after the shift register. Then, respective clock signal control circuits CTRLi are provided corresponding to divided circuit blocks BLKi. Supply controls of clock signals are then performed against the prescribed ones of the clock signal control circuits in accordance with the output signals of the latch circuits within a preceding stage side circuit block BLK(i-1) and a succeeding stage side circuit block BLK(i+1). Thus, it is possible to transfer the start signals in a bidirectional manner.
