PROBLEM TO BE SOLVED: To prevent the proof of voting from being prepared. SOLUTION: A voter Vi enciphers a voting content vi by using a random number ri , a blind signature si by an election manager is applied to mi =E(vi , ri ), and (mi , si ) is transmitted to a list display, voting is executed, and it is opened to public. In the enciphering method E, the voter Vi can calculate (vi ', rr ')(vi≠vi ') from which E(vi , ri )=E(vi ', ri ') can be obtained by using his own secret information ai . The voter Vi transmits the voting content vi , the random number ri , and the above mentioned mi to a collector C, and the collector C obtains vi ,..., vb in a random sequence vi ',..., vb ', and calculates informationσfor certifying that the vi (i=1,..., b) is any correct voting content of (mi ,..., mb ), and opens it to public.
