PROBLEM TO BE SOLVED: To obtain a glass capable of controlling especially its optical characteristics flexibly by electrically controlling and driving a device in such a manner that the light-transmitting level and the light-diffusing level of the device are modulated independently from each other. SOLUTION: A system 4 having electrochromic or viologen-type variable transmittance/absorptivity is combined with a system 2 showing variable light diffusion, especially of an optical bulb type. These systems are electrically controlled and driven so as to modulate the transmission level and the diffusion level for light of the device independent from each other. The desired viologen or electrochromic system 4 has a structure of continuous stacked layers which consist of a transparent conductive layer as a cathode electrochromic layer into which cations such as H<+> and Li<+> can be reversibly injected, an electrolyte liquid layer, a second electrochromic layer as an anode into which anions can be reversibly injected as an option, and a conductive layer.
