<p>PROBLEM TO BE SOLVED: To easily set a declaration traffic parameter at the communication of the next time on a terminal side by comparing the measured result of real traffic at the communication with the declaration traffic parameter and judging whether or not the communication corresponding to the declaration traffic parameter is performed. SOLUTION: A traffic judgement part 2 compares a traffic parameter table with a numerical value converted based on a measured value measured in a traffic measurement part and judges whether or not a terminal transmits cells as the declaration traffic parameter. A traffic information transmission part 4 transmits a traffic measured value 14 to the terminal 10 in the case that an adaptation judged result 24 is 'non-adapted'. In the terminal 10, in the case that the traffic measured value is held in a traffic information management part 11, the contents are used as a traffic parameter in the case of wanting to perform the same kind of the communication in the next time and thereafter.</p> |
