PROBLEM TO BE SOLVED: To obtain a method for forming a coating film excellent in resistances to weathering and staining by coating the surface of a substrate with a specific coating compsn. to form a coating film having specified properties. SOLUTION: A topcoating compsn. is prepd. by compounding an org. coating compsn. [e.g. a reaction-curing coating compsn. comprising a resin obtd. by the copolymn. ofγ-methacryloyloxypropylmethoxysilane, glycidyl methacrylate, 2-hydroxyethyl methacrylate, and n-butyl methacrylate and tris(acetylacetonato) aluminum as the curative] with an organosilicate (condensate) represented by the formula (wherein R is H or a 1-10C hydrocarbon group). The topcoating compsn. is applied in a thickness of 10-100μm to the surface of a substrate and is dried to form a coating film comprising the surface layer having a high content of the organosilicate (condensate) and the inner layer having a high content of the org. coating compsn. The cured coating film is acid-treated to adjust the contact angle of its surface with water to 70 deg.C or lower.
