PROBLEM TO BE SOLVED: To provide an organic composite coated steel sheet which is excellent in blackening resistance, and excellent in coating adhesion while good corrosion resistance is maintained. SOLUTION: An inorganic composite coated steel sheet is equipped with a steel sheet to which zinc coated or zinc alloy coated layer is applied, a chromate treated layer having a coated weight within a range of 1-200mg/m<2> as converted metallic chromium which is formed on the plated layer of the steel sheet, and a resin film which is formed in a range of 0.1-5μm thickness on the chromate treated layer. The resin film has as a main component compounded resin composed of 60-99wt.% of a mixture of a reacted product of ethylene ionomer resin with epoxy group-containing compound, and epoxy emulsion, and 1-40wt.% of silica fine particles.
