PROBLEM TO BE SOLVED: To prevent the deterioration of the performance of a grinding wheel, by using a sintered alumina abrasive grain manufactured in a sol and gel method. SOLUTION: In this manufacturing method, a mixing and forming process to mix and form an abrasive grain including at least 5wt.% or more of a sintered alumina abrasive grain manufactured in a sol and gel method, and a vitrified binder; and a baking process to bake the compacts obtained in the mixing and forming process, at the temperature not more than 1200 deg.C and a time to regulate the invading depth of the Na element in the vitrified binder in the front surface of the abrasive grain after the baking, less than 10μm; are included, and a vitrified grinding wheel in which the thickness of a reaction layer at the interface between the abrasive grain and the vitrified binder is less than 10μm (except for the 0μm level) from the surface layer to the inner side of the above abrasive grain, is manufactured.
