PROBLEM TO BE SOLVED: To enhance sound isolation performance in a low frequency area by filling a part between the two surface panels of soundproof panels with composite particles forming to adhere minute fiber bodies with a binder on the surface of powder particles having specified average particle diameters. SOLUTION: Powder particles composed of shirasu baloon, silica, vermiculite and the like whose average particle diameter is 10-1000μm are formed. Minute fiber bodies composed of whiskers such as metal whiskers, plastic fiber, vegetation fiber, glass fiber or structural bodies aggregated by them and the like, whose average length is 5-200μm and average diameter is about 0.5-1.5μm are formed. The powder particles and the minute fiber bodies are mixed at a weight ratio of (5:1)-(1:3), and the minute fiber bodies are adhered to the powder particles to form composite particles 3. A part between the surface panels 1 is filled with the composite particles 3, and frame material 11 is arranged to form a soundproofing panel. Thereby sound isolation performance can be enhanced in a low frequency area.
