The apparatus has an electric motor (18) and at least one eccentric (24,25) driven off it. In fact, the apparatus has two eccentrics, one at each end of the motor shaft. The motor is a DC one. There is a fixed programmed motor control unit which monitors the speed, running time, the start-up and the run-down processes. The operating voltage is made available from a mains power unit which is in a separate housing from the motor, connected by a lead to the motor. The motor control unit is integrated with the power supply unit. However, the motor is completely independent of the mains and uses an accumulator, charged up from the mains power unit.
