A disaster recovery system of service controlling device in intelligent network, further comprises at least a production bi-device group including a first production bi-device and a second production bi-device. The first production bi-device includes a first host and a first standby device. The first standby device backups the user's data from the first host and the second production bi-device when the first host is working normally, and replaces the first host serving when the first host is broken-down, and replaces the second production bi-device serving when the second production bi-device is broken-down. The second production bi-device includes a second host and a second standby device. The second standby device backups the user's data from the second host and the first production bi-device when the second host is working normally, and replaces the second host serving when the second host is broken-down, and replaces the first production bi-device serving when the first production bi-device is broken-down. The invention also discloses a disaster recovery method used to the system. The present invention can achieve the purpose of disaster recovery of service controlling device in intelligent telecommunications network using the present network resource, on the premise of not reducing the disaster recovery capability of the system.
