A method for manufacturing a magnetic fluid highly dispersed in a mineral oil system with low volatility is provided to prevent leakage of oil generated by a magnet used in a magnetic fluid chamber and to solve a reliability problem in a high vacuum process. A method for manufacturing a magnetic fluid highly dispersed in a mineral oil system with low volatility includes the steps of: adsorbing an anion surfactant as a first dispersing agent to magnetite powder of 10 - 15nm; mixing the magnetite powder with the adsorbed surfactant and aromatic system process oil with an aromatic component of 35 - 45%, viscosity specific gravity of 0.94 - 0.96, and kinematic viscosity of 15 - 20cSt as a second dispersing agent in 10 - 50wt% of the magnetite powder; and dispersing the magnetite powder with the adsorbed second dispersing agent to the mineral oil system with low volatility with the boiling point of 180 - 230 degrees centigrade.
