PROBLEM TO BE SOLVED: To obtain adequate electrical conductivity to facilitate obtaining a discharge time constant by selecting a wound roll of layers of a resin and a medium object from such materials with which a prescribed attenuation rate is obtainable relating to the electrical response of the wound roll with respect to an impressed potential difference. SOLUTION: A sheet 100 of the medium object is formed from the medium object 102. The medium object 102 may be any materials, insofar as these materials are the suitable materials capable of absorbing the resin 104. In such a case, the wound roll of the layers of the resin 104 and the medium object 102 is selected from such materials with which the prescribed rationally rate is obtainable relating to the electrical response of the wound roll with respect to an impressed potential difference. The electrical conductivity/resistivity of the sheet 100 of the medium object may be rationally controlled over a wide range by changing the respective electrical conductivities of the medium object 102 and the resin 104. The medium object 102 is wound around a mandrel 106. More preferably, the mandrel 106 is formed to a cylindrical shape and is formed of a material, such as iron or steel or aluminum, having durability. |
