PROBLEM TO BE SOLVED: To obtain nearly constant dot diameter and realize the obtention of stable printing quality by a method wherein the time required for the acquisition of enough potential for discharging a toner particle is decided on the basis of the measured value of the toner potential at a discharging opening part so as to apply the potential to a discharging electrode for the predetermined period of time. SOLUTION: A potential detecting means 9 detects the potential near the discharging opening part 7 under the condition that voltage is applied to a discharging electrode 4 from a voltage applying part 13 so as to judge through comparison whether the resultant detection potential is higher than the reference potential or lower at a potential judging part 11. The reference potential is set to the potential, which is judged whether to be enough high for toner particles to discharge or not. The judged potential is inputted to a potential controlling part 12. When the result of judgement by the potential judging part shows lower than the reference potential and the potential no enough high for the toner particles to be discharged, the pulse voltage having the duration longer than the set value is set by a pulse width varying part 18 so as to apply this pulse voltage to a discharging electrode 4 by the voltage applying part 13.
