PROBLEM TO BE SOLVED: To provide an operation system operating the network service in which the service operation manager grasps the site work state and estimates the entire state of the work based on fragment information from the site repair personnel so as to predict the estimate time up to the recovery thereby allowing the optional worker to conduct site repair work. SOLUTION: A hand-held computer 2 carried by a site personnel is provided with an operation content guidance means 22, which makes guidance of an operation to be executed by the site personnel. Furthermore, the test content and result executed by a test means 23 of the hand-held computer 2 by the site personnel are transferred automatically to a center computer 1, which displays the test content and result transferred from the hand-held computer 2 and estimates an operation pattern based on them and uses a recovery estimate time calculation means 13 to obtain the estimate time for recovery and displays the result.
