PROBLEM TO BE SOLVED: To build up the economical interactive broad area network by selecting a charging method of a broad area network depending on a data transfer amount by a terminal equipment and a communication distance when a network having an interactive communication protocol makes communication by using the ACK system on the pseudo ACK system. SOLUTION: In a figure denoting a relation between a communication distance given by using a specific equation and a user request band, a caption 101 denotes a curve representing a boundary when a communication charge rule per bit is (a), a caption 102 depicts a curve representing a boundary when a communication charge rule per bit is 3a/4, and a caption 103 indicates a curve representing a boundary when a communication charge rule per bit is a/2, and the left side of each curve represents an area advantageous for a constant amount type charging and the right side of each curve represents an area advantageous for a constant quantity type charging. A communication distance is a point concluding the evaluation to select a charging method of a broad area network and in the case of conducting communication by the ACK system, the figures above are utilized. Furthermore, the calculation result depends on parameters used for the calculation and the denoting inclination is similar.
