PROBLEM TO BE SOLVED: To provide the digital video communication system which prevents delay when an error correction code is adaptively added to a moving image to be sent. SOLUTION: A terminal 608 is provided with a frame generating means 604 which separates moving image codes in error-corrected and encoded image frame units into inspection bits of error correction codes and moving image codes and form inspection bits and moving image codes in respective packets at a request for the inspection bits that is made by a center 622 or only moving image packets unless there is the request, and a transmitting means 606 which transmits the moving image packets over individual channels and the inspection bit packets over a common channel. Then the center 622 is provided with a receiving means 611 which makes the request for the inspection bits when the reception level of packets is lower than a threshold value and a frame generating means 613 which takes the moving image information and inspection bits out of the packets of the moving image and inspection bits synchronously. Error correction codes are added adaptively over the common channel, so moving image transmission is not delayed.
