PROBLEM TO BE SOLVED: To provide a mobile object counting device for properly counting a mobile object such as a person and a vehicle in each direction even in a situation in which the set position of a picture inputting means such as a camera is low, and sufficient optical passage length can not be ensured, or even in a place the width of a measuring point is wide. SOLUTION: The positions of picture elements to be extracted from the picture of a mobile object photographed by a picture inputting means 2 are decided by a picture element selecting position deciding means 20. The values of the picture elements at the decided positions are extracted and arranged so that a new picture can be reconstituted by a picture converting means 30. Then, the number of the mobile objects is counted by a picture processing means 50 by suing this reconstituted picture.
