PROBLEM TO BE SOLVED: To transmit a moving image without losing the image quality by using a communication channel whose speed is low. SOLUTION: A compensation image signal obtained by picking up by a camera 1 and compressing it is stored in a memory provided to each of a plurality of transmission main bodies 2 for a prescribed period back from the present time. The compensation image signal is sent through a communication line 10 and written individually to unit memories M1-M3 respectively. The unit memories M1-M3 are sequentially selected and the compensation image signal written in them is read and expanded by an image expansion section 14 and displayed on a monitor 11. Even when the transmission speed of a communication channel 10 is slower than the read speed from the unit memories M1-M3, a plurality of spots are monitored efficiently while keeping high image quality.
