PROBLEM TO BE SOLVED: To obtain a video image with high quality by applying compression coding to video data nearly in real time. SOLUTION: An encoder control section 22 calculates a statistic variable such as intra-AC denoting complicatedness of a pattern of a video image, and a motion detector 14 calculates a motion predict error (ME residual error) respectively. A host computer 20 indicates a complicated pattern based on the statistic variable and the ME residual error, approximates real difficulty data Dj corresponding to the data amount after compression coding and calculates object data amount Tj denoting a data amount after compression. A quantization circuit 168 quantizes a j-th picture based on a quantization value Qj adjusted by a quantization control circuit 180 based on the object data amount Tj and calculates its mean value. The host computer 20 calculates a global complexity of a TM 5 of the MPEG based on the mean value of the quantization value Qj and a data amount of the j-th picture after the compression to update proportional coefficients εI, ε
