SOLUTION: In starting a fuel reforming device for fuel cell having a major part 6 comprising a desulfurization reaction 2 for hydrocarbon, crude fuel 1, a reforming reactor 3, a water vapor separator 4, and a carbon monoxide metamorphic reactor 5, temperature elevation and pressure elevation for the reactor, 2, 4, 5 are completed in accordance with programs before reaching the temperature of the reforming catalyst layer 10 of the reforming reactor 3 to a predetermined value. The introduction of the crude fuel 1 is started immediately after reaching the temperature of the reforming catalyst layer 10 to the temperature capable of starting a reaction.
