PROBLEM TO BE SOLVED: To prevent the disuse of important information despite the congestion caused on a transmission line by giving the priority to the cell that is generated for a data group including the management information on a hierarchical structure. SOLUTION: A single pack that is inputted from an encoding data constitution part as the user data is divided into two frames, and these former and latter frames are treated as a priority frame and a non-priority frame respectively. Then the user data length L1 and CRC are secured with both frames defined as the units. The bit of a cell loss priority display CLP provided on the cell header of the latter frame, i.e., the non-priority frame is set at '1' (low priority), so that the priority can be easily identified at the decoding side. As a result, the former frame has the priority higher than the latter frame despite the congestion of a transmission network. Then the disuse rates of the synchronous and control information included in a pack header, a packet header and various headers contained in a packet can be reduced. |
