PROBLEM TO BE SOLVED: To produce a tube with multistage fin of the high quality at low cost by executing snake-bending which bends a tube with a fin to be worked in a snake shape form and stage bending of the meandering tube with a single device. SOLUTION: When starting the drive of a device, one side turning and lifting type pressing die 4-2 is turned from a root part of a bending roll fixing stand 3 to a V shaped recessing part 3-1 and stopped, at the same time, it is raised with a cylinder and it is projected to the side face of a tube with a fin to be worked, the pressing die is turned along the outside circumference of the bending roll fixing stand 3 while pressing the tube, and the tube is bent like an U shape. Next, a moving stand 6-1 is advanced by a definite stroke and the tube is fed by a definite length. A clamp jig of an inlet guide 5 is closed, the other side turning and lifting type pressing die 4-2 is turned from the root part of the bending roll fixing stand 3, and the tube is bent. U shape bending→regular dimension feeding→U shape bending→regular dimension feeding are repeated and the meandering tube with fin is obtained.
