PROBLEM TO BE SOLVED: To prepare an oil-in-water type emulsified cosmetic, excellent in feeling of fitness and good in cosmetic lasting quality while retaining a young and fresh feeling of use. SOLUTION: This oil-in-water type emulsified cosmetic is obtained by formulating a powdery ingredient containing an organopolysiloxane elastomer spherical powder having 1.0-15.0μm average particle diameter with an oily ingredient containing a volatile oil ingredient. The formulation amount of the organopolysiloxane elastomer spherical powder is 0.5-15.0wt.% based on the total amount of the cosmetic and a nonvolatile oil ingredient which is a liquid at 25 deg.C is formulated in an amount equal to or less than of the organopolysiloxane elastomer spherical powder (weight ratio) in the oily ingredient.
