PROBLEM TO BE SOLVED: To obtain a hair tonic good in stability and safety, manifesting excellent hair caring effects, and also excellent in moisture maintenance effect in a scalp. SOLUTION: This hair tonic is obtained by formulating a component including a hair growing and hair carrying component to a lipid bimolecular membrane containing one kind, or two or more kinds selected from an amino acid, a higher fatty acid and a higher alcohol. As the amino acid, L-proline, L-isoleucine, L-leucine, L-alanine, L-threonine and L-lysine are preferred, as the higher fatty acid, a 14-22C saturated or unsaturate fatty acid is preferred and as the higher alcohol, a 14-22C saturated or unsaturated aliphatic alcohol is preferred. As the hair growing and caring component, a female hormone, a testosterone 5α-reductase inhibitor, a dihydrotestosterone receptor binding inhibitor, a bloodstream accelerating agent, an activator for a hair follicular cell, etc., are used.
