PROBLEM TO BE SOLVED: To provide a device to propell a vessel by utilizing the fluctuation of the vessel by the waves. SOLUTION: At the position lower than the draft line L of a hull S, a horizontal journalled shaft 2 is provided in the horizontal direction orthogonally to the advancing direction A of the hull S. While an underwater swing motion vane 1 furnishing a horizontal journalled shaft 5 at the vane front part 1a of journalled to the horizontal journalled shaft 2, an upper limit stopper 3 and a lower limit stopper 4 to restrict the opening angleθscope of the vane rear part 1b of the underwater vane 1, at the upper and the lower anglesαandβalmost the same, by making the horizontal position as a standard, are provided, so as to swing freely in the scope of the angleθ.
