PROBLEM TO BE SOLVED: To obtain an inter-layer primer composition for firmly adhering a urethane coating layer and an FRP coating layer when forming complex coating layers by recoating an FRP coating material obtained by combining an unsaturated polyester resin with a glass mat on a urethane coating membrane material. SOLUTION: This inter-layer primer composition consists essentially of a solvent solution of a prepolymer obtained by reacting (a) an unsaturated polyester polyol obtained by performing a condensation polymerization of an acid component comprising 40-100mol%α,β-unsaturated dibasic acid or its anhydride and 0-60mol% saturated dibasic acid or its anhydride, with a polyol component and (b) a polymeric MDI in the NCO/OH equivalent ratio of 4.0-8.0 and having an NCO group at the end.
