The present invention discloses a downlink control method and apparatus. The downlink control method includes: determining, according to at least one downlink control condition, that a first cell is a cell under downlink control, where an active set of user equipment includes at least two cells, and the first cell is in the active set of the user equipment; and controlling the first cell to decrease a transmit power at which downlink control information is sent to the user equipment, or controlling the first cell to stop sending the downlink control information to the user equipment. According to the downlink control method provided by the embodiments of the present invention, it is determined, in an active set and according to at least one downlink control condition, that a first cell is a cell under downlink control, and the first cell is controlled to decrease a transmit power at which downlink control information is sent to user equipment, or the first cell is controlled to stop sending the downlink control information to the user equipment, thereby reducing downlink power resources occupied by the user equipment and improving utilization efficiency of downlink power resources. |
