PROBLEM TO BE SOLVED: To provide a detecting device and a detecting method for a known point by the GPS(global positioning satellite program) survey capable of accurately detecting the known point in a short time by utilizing the GPS survey. SOLUTION: The center point A is arranged on a protractor 11 in the range of the length of a detecting ruler 15 from the known point P, and the coordinates of the center point A and an auxiliary point B on a reference ruler 14 are surveyed. The angleθbetween the straight line connecting the known point P and the center point A and the reference ruler 14 and the distance L1 between the center point A and the known point P are calculated based on the coordinates of the center point A, auxiliary point B, and known point P. The detecting roller 15 is arranged at the position at the angleθfrom the reference ruler 14, the distance L1 is measured on the detecting ruler 15, and the known point P is detected.
