PROBLEM TO BE SOLVED: To provide a luminaire light control body (reflection plate) in which moisture resistance can be improved though it is made of paper, and to prevent spreading fire even when an electrical component equipped with luminaire catches fire. SOLUTION: Coating layers made of high molecular substance or coating layers 34 and 35 containing this substance as a binder are respectively provided on both sides of a base paper 33 having a one-layer structure using paper as base material. A processed paper 31 is employed so that the coating layer 34 functions as a reflective surface to be positioned at least on one side to control light. This prevents the base paper 33 from absorbing moisture from a unreflective surface in the coating layer 35, which is more fireproof than paper and is attached to the unreflective surface of a reflection plate. Moreover, this prevents fire from directly spreading over the unreflective surface of the base paper 33.
