PROBLEM TO BE SOLVED: To simplify the whole size of a two-dimensional(2D) inverted discrete cosine transformation device and to simplify the constitution of a pipeline without increasing the numbers of adders and multipliers at the time of using a high speed algorithm. SOLUTION: An one-dimensional(1D) inverted discrete cosine operation means 12 improves the degree of freedom of constitution by using the same number of computing elements as constitution using two 1D inverted discrete cosine transformation means, pipeline constitution for simultaneously executing the operation of input data from the external and the operation of data inputted from a storing means 14 by controlling timing by a timing control means 15 is obtained and an output from the means 12 is selectively applied to a 2D inverted discrete cosine operation means 16 and the storing means 14, so that the size of the device can be miniaturized without complicating the pipeline constitution.
