SOLUTION: Fine films (protective films) 12, made of mixed conductivity material (conductive to electron and ion) are bonded with each other on a hydrogen pole side of a solid electrolyte 11 formed of a seria-based material. Platinum is used respectively for an oxygen pole 13 and a hydrogen pole 14, and oxygen and hydrogen are supplied to an oxygen supply chamber 15 and a fuel gas supply chamber 16.
