The UV beam 6 reflected by the moving mirror 10 is cast to the core of the optical fiber 2 through a columnar lens 11 and a phase mask 3. At the time of irradiation, the moving mirror 10 is scanned in the longitudinal direction of the optical fiber 2. At this time, the intensity of the visible light generated by the irradiation with the UV rays is detected by a power meter 4 connected to the one side of the optical fiber 2. The moving position of the moving stage 1 is so adjusted that the detected light intensity is always kept max. (constant).
